History

Background

Javier is the boyfriend of Janet Vance, mother of Victor, Lance and Pete. He is presumably facilitating her addiction to drugs.

Events of Grand Theft Auto: Vice City Stories

During the opening cutscene of the mission Snitch Hitch, Javier appears alongside Janet. They later steal their drugs and disappear without a trace.
