Background
He is a senator who seeks votes to approve a new electoral proposal that prohibits smoking in places like restaurants and bars.
Events of Grand Theft Auto Advance
In 2000, Jonnie informs Mike that the senator has enough support to pass an anti-smoking bill that would ban smoking in bars, which would be bad for his business. Mike locates the senator, who is being driven back home, and damages his limousine, which causes the limousine to explode. The senator attempts to escape on foot, whilst the LCPD chasing Mike. However, Mike continues his pursuit and beats up the senator, who agrees to get the bill dropped.
This character is never seen again after that.
