Shitter is a resident of New Guernsey State. By 1997, he is affiliated with the Vercotti Crime Family.
Events of Grand Theft Auto
After the GTA Protagonist steals one of Sonetti's shipment sitting in a Beast GTS at the Guernsey City Subway Station, they are told to respray the car at Chink's Spray Shop and deliver it to Shitter's home.
While Shitter is not seen in-game, he briefly interacts with the protagonist from inside his garage while they are leaving.
