He is an old associate of the Zaibatsu Corporation.
Events of Grand Theft Auto 2
Under orders of the Zaibatsu Corporation boss Trey Welsh, Claude Speed pays Tomassi in order to get a package to pay off a police officer[1] The package, however, turns out to be a bomb, which kills the officer.
