Wikipedia has an article on: Hammer
A robust, multi-purpose hammer with wooden handle and curved claw, this old classic still nails the competition.
Grand Theft Auto V description on Ammu-Nation and Social Club.

The Hammer is a melee weapon appearing in Grand Theft Auto: Vice City, Grand Theft Auto V and Grand Theft Auto Online, and due to appear in Grand Theft Auto VI.

The weapon was intended to appear in Grand Theft Auto: San Andreas and Grand Theft Auto: Liberty City Stories but was cut during the development of both titles.

Design

Grand Theft Auto: Vice City

All steel construction, full polish tool with head and handle forged in one piece.
Grand Theft Auto: Vice City Website

The Hammer in Grand Theft Auto: Vice City has a red/black handle with a grey head. Tommy Vercetti will wield and use it in a similar manner to the Baseball Bat and the Nightstick.

Grand Theft Auto V and Online

The Hammer reappears in Grand Theft Auto V and Grand Theft Auto Online with a wooden handle and a black head. Aside from these details, the Hammer remains identical to the 3D Universe iteration.

The weapon is used in a similar way to most club-type weapons like the Crowbar, being wielded with a single hand.

Performance

Grand Theft Auto: Vice City

The Hammer is the worst weapon in its class, being unable to knock the enemy down with a single hit unlike most other blunt weapons, while also knocking them out of its rather short range. It is, however, cheap, readily available and lightweight, although outclassed by the Screwdriver in every sense except for the fact it is able to smash cars.

Grand Theft Auto V and Online

The Hammer is fairly powerful, being comparable to the Crowbar, but it can be swung much faster and the longer range allows the player (if timed right) to hit a sprinting person, which makes it useful in a number of scenarios. If swung from the correct range, the Hammer may connect with the victim's face, knocking them out instantly or even killing them. It is also capable of denting and removing parts of vehicles, and, if swung enough times, has the ability to damage a vehicle to the point of it igniting.

Being a single-handed weapon, it can be used while on a motorcycle, albeit only in Grand Theft Auto Online.

The Hammer, along with the Screwdriver and the MP5, are the only weapons that do not have a spawn point in the city and have to be purchased.

The Hammer was intended to return in Grand Theft Auto: San Andreas, and had three defined spawn points on the San Andreas map at some point in development, which are mentioned in the developer notes in the uncompiled initial.sc script file accidentally left in the files for The Definitive Edition:

CREATE_PICKUP_WITH_AMMO MOLOTOV PICKUP_ON_STREET_SLOW 10 2197.0 -2475.0 14.0 pickup_weapon[61]	//	- Hammer //Ocean docks, under industrial looking building

CREATE_PICKUP chnsaw PICKUP_ON_STREET_SLOW -2083.0 298.0 42.0 pickup_weapon[89] //	- Hammer //Unfinished roadway in King's

While the model itself is no longer found in the files, the texture image used for the Hammer is still present in the gun_melee texture image shared between multiple melee weapons, also reused from GTA Vice City.

The Hammer was intended to return in Grand Theft Auto: Liberty City Stories, reusing the same model from Grand Theft Auto: Vice City, although using the textures from the Hand Axe. As there is no HUD icon available in its texture container, this is likely a very early removed weapon.

Leftovers can be found in Lucid Games' mobile port of the game, which uses an earlier version of the GTA3.IMG file.
